Is this possible in odoo?

I have seen a similar behavior in res.lang tree view where on hovers over some of the languages and a popup comes up, although I think this is there to show the value of a cell when the column is not wide enough.

I would really like to have a popup with any information I would put in there. Is there a field attribute of some sort to achieve this?
Or in the view is there something that would enable me to do this?
