It's kinda hard to decipher what it is you are trying to accomplish but it sounds like you want to create a
parent/ child construction for your categories. 

Odoo already does that for product categories, I'd suggest going through the code that Odoo uses to create these categories for inspiration.

If this is not what you are looking for then I would like to ask if you could give an example of the categories you want to build in Odoo.
