Only nightly builds, and at least the latest (1.10.2014) didn't manage to create the database.
Is there a stable version and what is that?

Re-tried, installed to Win 7 Home Premium, installed to defaults, couldn't reproduce the error, works now. I assume that the postgre ip port wasn't properly released in earlier installation, since I removed the older version in the same session w/o booting the system. Please close.
Tom - if you visit here: http://nightly.odoo.com/8.0/nightly/exe/ Part way down the list you will "odoo_8.0-latest.exe" with October 1 date. I installed from this previously and was able to use the demo data installed when I created a fake company to learn Odoo.
