in manufacturing a product some raw material selection criteria based on weight    

for example : 

i will produce 1000  from Product A

one Product consume  2 Liter of Oil

  i have 4 different Oil Packet weights

Oil Packet 500 liter

Oil Packet 1000 liter

Oil Packet 1500 liter

Oil Packet 2000 liter

I want To Select The Closest Oil Packet

and Current Removable strategy FIFO , LEFO

and this not work in my case , 

 ?any work around
