In Odoo 8 it was possible to invoice a single picking:
In Odoo 10, I can't find this. The only thing I can do is create an invoice on the PO, but this groups all pickings into a single invoice.

From the new version, removed create invoice button from picking instead give the ability to create invoice direct from PO or from vendor bills. That will create invoice for the lines which are invoicable.
It means it depends on product configuration. On product you can find invoicing policy. Suppose your product have invoicing policy "Based on received" then from PO/Invoice you can create invoice for the line which are received.
ex. ordered 10 qty but if received only 5 qty then you can make the invoice only for 5 qty.
If I make two partial receptions on the same PO, Odoo combines the two in the invoice. I need one invoice per reception.
Yes, This one also works fine. Odoo will combine all receptions.
