Hi,

The helpdesk module is part of the enterprise edition that's why you are seeing the upgrade button there, either you can upgrade your odoo instance to enterprise or you can use alternative modules available in the odoo app store.

I guess you are using Odoo Comunity Edition.

The module Helpdesk is available for Odoo Enterprise Edition that is why it is showing you the option to upgrade.

You can refer to the below-mentioned module if you want to use the Helpdesk feature in Odoo Version 13 for Community.
