allow stock inventory but not as stock Manager

Question

is it possible to allow a user to make inventory changes for single products. and also finish such inventory changes without letting the user change / add stock locations?

i know that i can set the Role Manager in Stock for this user but then the user can also change the stock locations.
if i do not assign the Manager Role for Stock to this user the user can not finish Product inventory changes.

You can add security rules according to your need and modify record rules in Odoo to change permissions you can refer this to know more on security rule https://www.odoo.com/documentation/12.0/reference/security.html
You can add record rules through frontend and backend
