Use case - Reordering Rule is setup as minimum 5 maximum 10, each sale order creates a new RFQ (If SO is of different date), I want the RFQ's to merge, the usual buy route doesn't work in consolidating the RFQs. MTO does work but it doesn't take Reordering Rule into consideration.

rfq merges by vendors. if you not assign responsible rfq person and not confirm rfq it will merge by vendor.
The vendor is properly assigned.

tested on runbot 14v. if i have. routes: buy+MTO. and if i do not confirm RFQ(or assigned purchase representative on RFQ) it will add as long it want be confirmed. some extra things done? changes of route or etc?
