Dear there, I was reading the openerp book, and at some point I could not follow the instruction, because the icon for "Address Book ⣠Partners Tags" is not visible under menu "Sales ⣠Configuration". Please advice.

Just saw someone already answered similar question:
Go to Settings->Users->Users: Open Administrator form view, click on Edit go to Access Rights tab select Technical Features save the record.
Refresh your page then you can see Partner Tags in Configuration of Sale.
