Please post the version (14, 15, 16), edition (Community, Enterprise) and deployment (Online, Odoo.sh, On-Premise) your question relates to - the answer could be different depending on these variations.
Odoo 16 Enterprise Edition - all deployments:
Enterprise V14
It looks like the valuation report is only available in developer mode? Running 16 on sh.
Should be available for the Inventory Administrator only, not limited to Developer Mode.

Thanks! I found it myself ;-), I was looking at filters instead, because here normally is "create" and didn´t read it...
