I've looked for answers to no end. Best I have found is you can run the community version and import the modules manually but not sure if that is correct.
I'm not sure how Odoo expects to adopt customers if you can't run and test their applications (more than just "cloud" demo's). I need to dig into every aspect of this software and intend to run on premise.

Since the source code for the Enterprise edition is now proprietary, you cannot simply download it. Official partners can provide you with an installer or the source code for the Enterprise edition as well as a temporary license code so you can evaluate it. You just need to have an agreement in place with the partner covering the terms of the evaluation and guarantee you will not release the source code.
