Hi:

You can definitely import the notes. They are stored in the Description field in the Order Lines model which is already enabled for import.

Try this.

1. Create a test Quotation/Sales Order.

2. Add a sample note. 

3. Export the External ID, Order Lines/External ID and Order Lines/Description fields using the Action > Export functionality. Make sure you select the ​ I want to update data (import-compatible export) checkbox when you export the data.

4. Update the note in the exported file and re-import it.

You can use Sales Note and Purchase Note to add the note in Product. This the alternative way to import product note from product. You can see it in screenshot.
