You have to give reference ID of user created in xml file.
You can add user in group like this:
<record id="group_account_invoice" model="res.groups">
<field name="name">Invoicing & Payments</field>
<field name="users" eval="[(4, ref('base.user_root'))]"/>
</record>
it's ok , i have sorted it out by now , i was just too lazy to click on group -> edit -> add :(
