I am setting up a new server to self-host Odoo v11. After a successful install, the Technical Features option is not visible on any user settings form including the default admin user.
I enabled the debug mood .
Odoo is the world's easiest all-in-one management software.
It includes hundreds of business apps:

You can use browser extension if you need to toggle debug mode frequently.

You can do that as @Ermin step or you can add the ?debug to the URL as below:
localhost:8069/web?debug (For activate the developer mode )
localhost:8069/web?debug=assets (For activate the developer mode with Assets )
