Not sure if you need to go to settings>users>look for "technical" tick box and tick it. Then go to about, select developer mode.

I am not 100% sure if you need to do the above "technical" step to get access to the workflow, from the module. However, say for example you wanted to go to edit the sales order workflow, go into the sales order screen. Click on the drop down menu near the title "sales order". Where is says "debug view", click on the drop down and select edit workflow. Printing (next option down) is also useful whilst editing it. In the list view that appears next, select the workflow you want to change. You will be in the list view, to make it easier to follow. On the top right, there is a view type, change from list to diagram. From there edit/add your steps.
