Although I enabled the debug mode, I can't see any technical settings. For example, in the menu bar, only apps are showing. But, usually, if I enabled the developer mode, I can see updates, update apps list, and scheduled upgrades. Kindly do the needful.

>> If your debug mode is disable so you cant see the technical setting in the settings.
>> for the technical setting first of all you enable the debug mode.
(e.g http://localhost:1111/web?debug=0)
>> change in url (debug = 1)
(e.g http://localhost:1111/web?debug=1)
>> then go to the settings --> Technical setting
>> you need makesure that you are login as a admin not as a normal user because the normal user can not change the setting so you can't see the setting option.

Try putting debug=1 in your URL directly and check
http://localhost:8069 /web?debug=1#home
The user you are using doesn't have settings access rights in Administration.
