I would like to enter into account's details within chart of accounts and setup for each account the relevant taxes and allowed journals.
However, "View" button for any account is not clickable.
Could you help please?

As per my testing in the Runbot, the view option in the Chart of account is CLICKABLE and I can set the Allowed journals too..
If your issue is different, Please attach screenshots and include more details
