i install from github odoo 12
in a fresh installation i have no access to technical user rights (neither debug nor debug-assets).
i dont know how to debug this .. all other things seems ok (eg. menu with technical settings is available)

No, both is not successful.
In Apps i dont see the technical name in list view. i edit the view and remove "base.group_no_one" so i can see technical name ... i m no developer so i dont know how to debug this.
i use a fresh installation and install the dbase with the web-tool

Not clear with what is your issue , anyway by activating the developer mode and enabling the Superuser mode and see whether you can find what you are looking for.
