I tried installing Odoo on Ubuntu 14.04 LTS with PostGreSQL 9.3 and I kept getting the error:

"Skipping database test as its base version is not 9.0.1.3"

I find it hard to believe that the Odoo/OpenERP developers would want to restrict users to a specific version of postgresql.

I personally have Odoo V8 running on Ubuntu 14.04 LTS with PostGreSQL 9.3, so it should be possible.
Did you get anymore errors or logfile reports? You should give it a second try with a clean VM probably.

I used your script to install Odoo v13 in ubuntu 18 with PostgreSQL v10 at that time. and it was working just fine without any issue but sometimes later there was another installation on that server and it goes to install another PostgreSQL v13 so now we have two versions of PostgreSQL v13 and v10 and Odoo failed to startup. what will be the issue and how can we solve it thanks.

I have this problem in two different servers, rising as a result of me wanting to runn multiple instances and different versions. So, I installed 15, then 14, then 13. 15 and 14 run okay... abit. 13 gives this same error. Prior, 14 and 13 ran just okay together.

makes me believe it has to do with a default postgresql or some defaults brought about by installation of 15.

The warning has nothing to do with Postgres.  The database in question was created with an earlier version of Odoo.

If it was created with an earlier version of v7, simply run: openerp-server --update=all --database=DB_NAME

It has not restriction on postgresql version. I think you have not properly followed the installation process.
