Hi,
On my fresh server running Odoo 17 I faced this issue in one of the databases. As it was a new database so I removed it and created a new DB. And the issue was resolved.

Did you found the cause and solution? i am having issue similar in 16.4 module of 16.0. I am currently migrating it so. Will be helpful if you share the cause & solution.
