I would like to know how I can create new knowledge templates in the knowledge app in v17?

Get yourself into developer mode (you can do this from the admin or the Chrome extension)...
At the dashboard screen: start typing "knowledge"... You'll see some search results.
Specifically, look for /Knowledge/Templates.
Once on the above screen, you can add a template.
Note: if you don't see this, you may have some access issues to sort out.
