Is there a way/module for clients to build their own quotations within the sales module?
I want clients to be able to build their own sales orders without the intervention of the account manager until the the invoicing step.

One option you could do is put all of the items in "suggested products" and then when the customer gets the quote they can selectively add the items to the quote by clicking the shopping cart icon next to each item.
