Hello, If we went to OpenERP Enterprise version for 20 users for example. (Hosted on our local server). Is I'm restricted to create up to 20 users only? What happened if I created more users? Are all users count as users regardless of their permission/role access?

If you have OpenERP Enterprise for 20 users and add more users, you will have to pay for those additional users. All users are counted as paying users except portal users with read-only access.
