I have read on the different types of hosting. However, it is not clear to me so I hope someone can elaborate. Can you freely customize using On-premise hosting? From what I read, customization is not possible in Odoo online and downloading third party apps.
From customization, aiming to create a payment gateway and inserting it into our odoo and also creating a sales commission customization to track per employee. Will this be possible on premise or do we need Odoo.sh

Odoo Online may have limitations on customization, and Odoo.sh is an alternative if managing your server isn't feasible.

Not required, both on premise or odoo.sh can be used to push customization
Just we have the limitations in odoo online only
