Odoo 10 still requires Python 2.7 (there was an exhaustive discussion on the mailing lists about this topic), may version 11 will be compatible. I don't know about wkhtmltopdf.
Odoo 10 is Python 2.7, Odoo 11 will most likely be too (since it is far too much work for a rewrite). As for wkhtmltopdf, at the moment it looks like it is still at 12.1, just like Odoo 9.
