I was able to configure the routes successfully. 

The only mssing point that I had to change in to default MTO route, which only had 1 rule to purchase when components are needed in Stock A. I added a second rule to purchase when components are needed in Stock B. 
As first, the SO was not triggering POs for the components needed to manufacture the Semi-finished product nor the Finished product, only for the Powder.

This setup involves a multi-level manufacturing flow where a finished product is produced from semi-finished products, which in turn require powders. To achieve this in Odoo, you need to configure multi-level Bills of Materials (BOMs), manufacturing operation types, and routes so that the Sales Order automatically triggers all three Manufacturing Orders (MOs) — for powder, semi-finished, and finished products.

Each product should have its own BOM: the finished product’s BOM includes the semi-finished product, the semi-finished product’s BOM includes the powder, and the powder’s BOM includes raw materials. You should also create three separate manufacturing operation types to represent material movement between stock locations — for example, Powder Manufacturing moves from Stock A to Stock B, Semi-Finished Manufacturing stays within Stock B, and Finished Product Manufacturing moves from Stock B back to Stock A.

Next, create three corresponding manufacturing routes, each with a rule of type "Manufacture" linked to the appropriate operation type. Then, ensure that every manufactured product has both the “Manufacture” and “Make to Order (MTO)” routes enabled, along with its specific custom route. This ensures that when the top-level product is ordered, Odoo automatically triggers the manufacturing of its components.

If only the finished product MO is being created, it usually means one of the subcomponents (like the semi-finished or powder) is missing the “Manufacture” and “MTO” routes or has an incorrect BOM configuration. Once all products have proper routes, BOMs, and operation types, confirming the Sales Order will generate three linked MOs — one for each production stage.

It is not clear which version you are referring to, here is how it might work in V19

1. MTO route - unarchive the default route, ensure route is applicable on product categories

2. Associate the MTO route to all 3 product categories (Powders; Semi-finished product; Finished product)

Inventory > Configuration > Categories -> on each of the above product category include MTO as route (Logistics section)

This basic configuration would ensure 3 MOs are created on an SO conformation. Note there would be only 1 MO (for final / sold product) linked to SO while, the other 2 MOs would be child MOs linked to parent MO. Source document for all 3 MOs would have the same SO reference.

However, all 3 MOs would have the default operation type. MO > Miscellaneous tab.

What would be required here is to update the appropriate Operation type to each MO. eg MO for Powder would need to be updated to operation type -Powder Manuf. et al

A few ways to update the operation type on the MOs would

1. Manually - the operation type can be updated manually even in confirmed MO

2. Automated rule - an automated rule can be defined for each product category, match records with a certain product category (product_id.categ_id) and add action to update corresponding 'Operation Type'

3. Set defaults - It might be possible to set user defined defaults based on product condition select operation type. Haven't tested this.

I don't believe you would require 3 different manufacturing routes, the source and destination location of components and manufactured product can be set using the operation type.
