Currently i am using odoo 12 community for test internal company
Now i want to ask how to setting Chart of accounts in accounting with multi company in odoo so I can do the consolidated financial statements ?
Please help step by step

You should be able to do this if you have the same Chart of Accounts for all the companies but there are no standard Financial Statements in Community Edition so you will need one or more add-ons.
You could start with the OCA Accounts Financial Reports
You will need to install a Chart of Accounts for each company from Invoicing / Configuration / Settings:

I think is important to comment that need to have defined a journal on company as well.

Now I want to ask "how do I set up COAs for two companies? Is it enough in one company or in the parent company?"
And Can you explain the steps?
I have downloaded the reference you provided..
You can either install the same standard COA in both companies, or you may be able to export the COA from one company and import it to another (after changing the company). You do need a COA in each of the companies.
