I have changed the code in base __init__.py file os.environ['TZ'] = 'UTC' to os.environ['TZ'] = 'IST'
still postgresql storing the UTC time only what i have to do to effect change in odoo server

In all the database you can only able to save the time in UTC only. The browser render the time according to your browser timezone.
