Hi,
Try to actived developer mode on odoo 9 (about screen)
On odoo 8, you can used technical mode at user setting.

Maybe you could try going to Settings > Groups and create a new group.
Under the Users tab, add the users you want
Under the Menus tab, add the Users menu
Under Access Rights, add read and create access to the res.users table.
