We are a brewery making 700 liter batches of beer. We have a BOM with all of our ingredients to create a single 700 liter batch and a product for a full batch. However, when I create a Manufacturing Order, the quantity it forces me to produce is 1 liter. 

All of my "to consume" quantities are adjusted to 1/700th of a batch, and there's no way to adjust the manufacture quantity. In my list of MOs it shows up as 700, but as soon as I validate it, I can see that it assumes I've got 1 liter of beer in the tank. What am I missing?

Did you create the BOM for 700 liters?

A year ago but: Did you set up the product with tracking by serial number? If you did, change to Lot number.

That's what's so strange - my product quantity in the BOM is 700 liters.

How are these MOs created? Manually or through some trigger. Also, if created manually does it allow to change the product qty from 1 to 700 ltr?

They are manually created, but I'm unable to edit the quantity. It shows "1 / 700 liter" in the quantity field. I might try the suggestion of creating a new UOM, but it feels like a solution that will bite me later when I need to adjust quantities for losses etc. Regardless, thanks for the idea!

It is likely that the MO is locked to prevent updation of quantities. You probably are able to view a 'unlock' button or you could validate this from settings

Settings->Manufacturing->Operations.. uncheck "Lock Quantities to To Consume"

This should allow for modification of product and component qty of a MO.

If you creating MO manually the product qty defaults to the quantity defined in BOM. Maybe you could validate and change the product Qty in the BOM to 700 ltr as Marc has suggested

A couple of other areas you may also want to explore
1. create an UOM for 700 ltr so you could use multiples of 700 ltr as the measure
2. If you using replenishment to trigger MO, you could provide 'Multiple Quantity" field as 700 ltr or the new UOM so the MO always is multiples of 700 ltrs
