When I tried to build Odoo 14 on Ubuntu, it turned out that the Python provided by Ubuntu was too new
So I used Pyenv to get Python 3.8 and I built Odoo 14 on top of that

On Ubuntu 22.04 Odoo 14 builds fine with the system Python (3.10.6)
Pillow needs libjpeg-dev, that's all
