Suppose I am creating a manufacturing order and one of the material component is not available in inventory. How would manufacturing department get notified that this material for this particular manufacturing order is available ?

You can create a cron job that checks the stock of products used in your MO is available or not.
if stock is is available you can send an email to Manufacturing Department.
