I have just installed odoo 9.0alpha1 and could not find out submenu Groups in Settings/Users menu. Do I have to do something special or is it bug?

Nop. Go to
Users -> Administrator
then in Access Rights tab check Technical Features. Reload. Change Administrator with any user you want to add to Technical Features group.
This is the standard behavior begin with OpenERP 7.0.
