Many business like Odoo provide openerp SaaS. When the customer subscribes to their offering and the customer does not pay his bill, so her openerp instance is disabled.
I want to understand technically, how to disable and enable the instance openerp openerp when a client uses as saas.

Any answer would depend on how you deploy odoo. If you used reverse proxy to point an external ip address to an internal ip address, you could simply point your reverse proxy server to a static html document that says "Please contact support ..."
