If you are an enterprise user, you can migrate the database using the odoo migration service, see this: https://upgrade.odoo.com/
If you are a community user and a tech person, you can use the open project to migrate the database, see the open upgrade: Open Upgrade
Or the other way is get the service of the peoples/companies that provides the up-gradation service.
