I tried to remove access to Human Resource for users, but when the user form save, it becomes 'Employee'. So the problem is that all users can see the list of employees. I don't need this 'Human Resource' menu for some users. Is it a bug?

Navigate the menu sequence
Settings --> Technical --> User Interface --> Menu Items
Locate the record for the Human Resources menu, open it and edit it.
Click the delete icon next to the Employees group.
Save the record.
This hides the menu for all users who are not members of the Human Resources / Officer or Human Resources / Manager groups.
I was not able to find this menu sequence, seems there is no Technical under Settings. Should this menu be always available for the admin user ?
