Why can't I open pdf or image files when backing up the database to a new computer?

It is not showing image/PDF files because the database you are trying to backup does not have a filestore
When you are taking backup of database from odoo's database manager select zip. Then Restore Database. It will show all images/PDFs.
If you are taking backup using pg_dump then you can copy filestore from source server to destination server.
