I would like to know if automated actions are lost if we were to upgrade our Odoo instance to a newer version.

If that automated action create via custom module, it probably be lost, if not then it could be a bug in odoo upgrade script

By reading this documentation Upgrade — Odoo 17.0 documentation I understood that as long as your automated action does not involve source code then they wont be lost.
