I am on the way of creating a report template but someone changes something in the settings. It makes the report_assets_common.css is not loaded in qweb-html. But it's fine with qweb-pdf. Can someone tell me what cause this change? Or maybe someone know the solution to make report_assets_common.css included in qweb-html

I guess it could be many reason why tshi happens
I would install this oca module https://odoo-community.org/shop/audit-log-533#attr=22890 this will help you to know ehen and which user changed that (modules, user, wrong code etc)
If not succeeded, then extend the write method the log the trace from where that write comes
