Yesterday user posted a message under the maintenance request and it landed inside mail thread. But today I realised that none of the recipients got the mail notification (without any warning about message failing).

How do I send it again? Would be great if it wouldn't duplicate mail thread below the request (or if we somehow deleted previous message and sent it again).

When a mail goes unsent, you can try and send it again by going to Settings -> Technical -> Emails.

You will find those emails that the system failed to send colored in red; on the right, then, you will find a smart button that will allow you to retry to send them.
