I have set up the warehouse using receive in 3-steps, but why when I confirm an RFQ that comes from replenishment or MPS it does not result in a receive in 3-steps? Is this process an exception to using receive in 3-steps?

On confirmation of an RFQ only the 1st operation is created (Vendor to Input). The subsequent inventory operations are created on validation of the preceding transfer operation, ie on validation of receipt operation the subsequent transfer from input to QA is created.
This is cos they are triggered by push rules and allows for flexible routing.
The receipt would still be accomplished in 3 steps. while this allows for the possibility to change routes. E.g if you choose to directly send some products from input to stock, distinction can be selected on the transfer operation and the additional transfer wouldn’t be triggered
