I want to force and lock the custom search filter in the Contacts module to "My Contacts", and have this extend to all other users.
This should be beyond the "default search" function, as there shouldn't be an "x" (remove) option next to it. I'm assuming this would involve some java edits.
What would be an appropriate approach to this?
You can define domain in contact action so user can see only his contacts list.
