Hello,
I have upgraded the staging branch from Odoo V17 to V18, but the "Create Bill" and "Internal Transfers" buttons are missing in the accounting module when performing reconciliation.
Could this be a configuration issue?

I found that it is indeed configurable. When updating Odoo 17 to Odoo 18, the upgrade script fails to configure it. However, when creating a new database, it is already configured.
In Accounting → Configurations → Banks → Reconciliation Models, we can add the Create Bill and Internal Transfer models.

If creating a new database works fine, then I think you should check the permissions in the accounting module.
