I have tried, they are changed in the system, but when I print it out the field comes out in English.

You can load norwegian in setting->translator->load languaage here you can load norwegian and come to users in settings change your language there now you can create sales order with norwegian
Thanks, but the problem is when I print out the PDF or send it, it still has english labels.
