I am utilizing Odoo 17 Community Edition. I've configured demo data according to the requirements. Now, I need to establish access rights wherein users can only create Purchase Orders, while approval should be restricted to Admins or Managers. How should the access rights be configured for this?

You can set the PO Approval limit to zero and then a Purchase Manager will need to approve all orders:
That button is only available for purchase.group_purchase_manager
