I am playing around with the email settings on a Odoo instance, and I want each user to be emailed directly. Do I need to set up incoming and outgoing mail servers for each user? Seems a bit over-complicated. Is there no way that the individual users can set up their accounts?

You have to setup email aliases for each user, after setup each incoming server fro users. That will redirects users mail in his inbox in disussions.

There is a Email Address field in user's form view. Now goto tab Preferences and see this "Messaging and Social" Email Messages notification and signatures, you can set from this section.
Now for Incoming and outgoing mail server configuration user not required to set Individually. You can set it from Settings> Technical > Email > Incoming mail servers / Outgoing mail servers. For outgoing mail server you have to enter correct Connection information & security and Authentication information. Make sure ODOO Debug Mode is ON. (ALso technical features rights is given.)

So after much experimenting, I am beginning to understand how the mail system in Odoo works. I now have a "almost" working set up, however I am running in to some different issues now, but I will create a new post for that.
