I try to translate from english to vietnamese but it don't work.
I 've done like https://www.odoo.com/documentation/8.0/reference/translations.html but i't not work.

This is what I´ve done in Odoo 9:
1- Download PO file template for Discuss module, it will provide you with a english po file.
2- Edit Po file to your language.
3- Import PO file and make sure to select Overide Existing Terms.
4- Try to Clear Browser Cashe, Restart Odoo Service and Update Base Module.
Hope It solved your issue.
Please make note that, Odoo is very tricky to setup, I´ve been trying to figh to death trying to translate it from English to my language, I had been hard. But once It gets done, everything gets smooth.

Please be more specific. It does work when done properly. What do you want to achieve, how have you done it, what is the result (error messages for example)?
