FlowHub has "API integration between your POS and loyalty provider" but I was wondering if export (from FlowHub) and import (to Odoo) would this allow me to text my Customers?
Does Odoo have this capability? Do I pay per message? Any monthly fees?

Yes.
In your Flowhub account, go to 'Reports'
Create a new report (+ sign in the top right)
Click on Customer Reports
Clicks the fields 'Name' and 'Phone', then sort by date range, customer type, etc.
You pay per message, and monthly fees vary based on how many Users want this capability and how many other Apps (if any) you need.

The pricing in the USA is currently (December 2019) 0.0287 Euro cents, or $3.20 USD per 100 texts.
Importing records from a CSV is possible.
