If I create an activity of type appointment, and create an appointment for another user, the activity is displayed as assigned to my user, and modifying that is not enabled like is no to-dos and calls.
Is there any way to assign also the appointment activity to another user ?

I'm assuming you mean "Meeting" when you say "Appointment".
For meetings, you can edit the meeting in the calendar and set the Owner in the Misc tab to another user - provided that user has the rights to access that particular record.
