I know the web interface of odoo 13 CE is responsive for mobile browsers. In odoo 14 CE that is removed?

Is possible to install theme from version 13.0 in version 14.0?
sometimes it will get installed and work without any issue, it depends. Try and see,

I have checked web interface by google chrome inspecting tool setting mobile device, but interface stayed as in desktop, elements of UI are not compacting.

try using any responsive themes from here: https://apps.odoo.com/apps/themes/browse?order=Downloads&price=Free
The UI of Odoo CE never was and still is not responsive. But you can use the popular backend theme from Openworx or other third party apps as soon as they are available for Odoo 14.0.

As per my knowledge same functionality of responsiveness is available in Odoo14 as same or with little enhancements. There is nothing removed on the same.
